THEY are the most drastic cuts in the armed forces since the Second World War. Some reasonable people might think this was perfectly understandable. After all, the Cold War is over. Western Europe is at peace.

If we have a large standing army, it will only encourage the Prime Minister to have another of his megalomaniac wars.
