THE Government's plans to award on-the-spot fines to cannabis users after the drug is upgraded next week have been put on hold, thanks to a technicality.
When Ann Widdecombe suggested a similar scheme in 2001 she was widely ridiculed. This time, the Government seems to have got away with proposing to march pot smokers to a cash point, at least in principle. Can we no longer recognise a bad idea when we see one? Cannabis use has been falling since 2001, a trend that was not interrupted by reclassification to Class C (in fact since 2004 use fell even more sharply).See the full content of this document
