THIS was the week English football finally proved it is unfit to regulate itself. West Ham were found guilty of two serious breaches of Premier League rules.

And it wasn't just the signing of any old two players but serious internationals, Carlos Tevez and Javier Mascherano, who were obtained without a transfer fee, because their shadowy 'owners' (and I thought slavery had been abolished) were keen to do a favour to a club they were trying to acquire.
