Summary
IT IS difficult to discern any strategy for Gordon Brown in his deployment of British troops in Afghanistan other than "staying on". But the only result of this approach, however unintended, will be the attempted permanent occupation of Afghanistan something recognised as impossible by Churchill in 1898 and more recently by the Russians.
A political alternative could be found but only if it is based on the withdrawal of all foreign forces in return for undertakings that al Qaeda would not be permitted to re-establish itself. This would need the sensitive use of tribal mechanisms to engage resistance against the Taliban and considerable aid for Helmand. The process would be long and costly but less so in terms of British and Afghan lives and money than carrying on as at present.See the full content of this document
