Summary


LONDON boroughs have reacted vigorously to the Government's proposals to delegate powers, particularly over planning, from Whitehall to the Mayor.

But will ministers take any notice? In principle the boroughs favour greater decentralisation from Whitehall, as does this paper. The detail of the proposals has been the subject of a consultation which ends tomorrow. The policy document raised the possibility that the Mayor should be given powers over police, planning of strategic projects, skills training, recycling and housing. There are some areas where it makes real sense for London to have a uniform policy for the entire city, co-ordinated by the Mayor.
