DAVID Cameron has returned to the political fray with a blistering attack on the shortcomings of the Labour government over the past decade. The gist of his argument is that the country has descended into a state of anarchy (from Greek anarkhos without a ruler), which means general lawlessness and disorder, especially that resulting from a failure of government.
