THE EVIDENCE of Tube contractor Metronet's failings has been mounting for months, but even the most jaded commuters may be shocked by today's leaked documents suggesting that station upgrades are a total of 27 years behind schedule. Many stations due for refurbishment are now running two and a half years late. Yet with the company facing an estimated Pounds 1.2 billion black hole in itsfinances, and facing an outspoken attack from the Mayor today, the trouble may be only just beginning.

Metronet is responsible for regular over-running of engineering work as well as the Waterloo and City Line's late reopening last year. The verdict of the Public Private Partnership's independent arbiter was fiercely critical of its performance and delays. The consortium blames its financial problems on extra demands from Transport for London, but it is hard to believe that any tinkering with contract requirements has produced such inefficiency and delay.
