CLEARLY the RMT's call for the Underground to stop employing non- unionised staff can be seen as self-interest. But the union also raises many staffing and safety issues which are a matter of legitimate public concern.
Fragmentation of staffing by contracting out to junior agency workers undermines the quality of training and service. With dense commuting patterns, a clear chain of command is needed to handle passengers efficiently and cope with delays and emergencies.
