By Michael Clarke MORE than anyone else in Washington, defence secretary Donald Rumsfeld won the war in Iraq. And he and the Pentagon are now, just as surely, losing the peace. The last couple of weeks have confirmed that Iraq is passing a point of no return. It is like watching a road accident in slow motion.

Unless the US acknowledges that its policy is turning into a disaster, Iraq will career into different sorts of civil war: first against the foreign occupiers, then against the Shia majority population, and finally against the notion of a united Iraq itself. Wresting control of US policy from Rumsfeld should be President Bush's first step in avoiding this catastrophe.
