GORDON Brown's talks with Buckingham Palace on reform of the laws governing royal succession will strike many people as sensible enough. Whether such arcane questions are the most pressing issue is another matter. Mr Brown has mooted a change to the Act of Settlement that would allow a future heir to marry a Catholic, something presently prohibited.
