WHEN KEN Livingstone was forced to concede that there is a "unique and outstanding" view of St Paul's Cathedral from Richmond Park, whose existence he had previously tried to deny, and that it must be protected from unsuitable development, local campaigners heaved a sigh of relief.

But the good burghers of Richmond are now concerned that the Mayor is trying to kill the historic view by stealth.
