THE piecemeal planning of London's skyline creates an effect which, paradoxically, looks more arbitrary and chaotic than if there were no planning at all. It raises the question of whether - like the rules that have governed Manhattan for a nearly a century and have helped create one of the most famous skylines in the world - London should have a city-wide policy on tall buildings.
It could be argued that creative chaos has always been the London way but the vagueness of planning rules leads not only to a patchwork skyline but also to lengthy and expensive planning inquiries.
