BRITAIN'S juvenile jails are in crisis and risk breeding a new generation of career criminals, the Government's three most senior advisers on children and youth justice warned today.
In an unprecedented move that will fuel the row over the Home Office's prison policy, the Government's Children's Commissioner, the head of the Youth Justice Board and the Chief Inspector of Prisons issued a joint warning that overcrowding and excessive use of imprisonment were wrecking efforts to rehabilitate young offenders.See the full content of this document
