NOVELIST A L Kennedy condemned the education system and public libraries for a decline in the use of the English language as she accepted the Costa book of the year award.

Kennedy, 42, beat rivals including Stalin biographer Simon Sebag Montefiore and popular first novelist Catherine O'Flynn to the Pounds 25,000 overall prize in the award that pits different genres against each other.
