FOOTBALL fans in Munich were flabbergasted today by a new ruling stopping them from cheering during the second half of evening games at the finals, writes Adrian Warner.
Bavaria's Environment Minister Werner Schnappauf has introduced special noise pollution legislation for the World Cup which allows landlords to serve outdoors until 1am.
