Summary
PROPOSALS to adjust the bonus rules for senior health service managers come at a sensitive time in the NHS. A deficit crisis, severe in some primary care trusts in London and the South-East, has already led to thousands of job cuts. So the idea of paying chief executives and senior managers bonuses of at least 10 per cent of their salary to encourage them to meet financial targets will seem unjust to many lower-paid NHS staff. More seriously, it is a sign of desperation within the Department of Health over the deficits crisis - and could have harsh results.
