GORDON BROWN'S speech to the Confederation of British Industry last night betrayed the growing unease in the relationship between the Government and business.
The Chancellor pledged a "more humble" government approach to regulation, as well as conceding that the UK's economic prospects might be poorer than forecast. On both counts, business has been growing restive. Since 1997 Labour has repeatedly promised to cut red tape for business - "so many false starts", Mr Brown admitted - yet the net burden of regulation has grown.
