SINCE the new legislation to get empty private homes back into occupation came into effect in July, not one London council has applied for an Empty Dwelling Management order. But Kensington and Chelsea council has now reached a voluntary agreement with a housing association to bring 50 homes in the borough back into short-term use for the homeless, and Camden has reduced its 72 empty homes to 19 by successful negotiations with landlords.
But some London councils are reluctant to use it. And rich homeowners may escape it altogether.See the full content of this document
