IN A development which can only be described as head-spinning, seven Cabinet ministers have admitted to smoking cannabis as students. This is a remarkable state of affairs, particularly at a time when there are moves afoot, initiated by that resolute noninhaler Gordon Brown, to reverse the declassification of cannabis from a Class B drug to Class C.
