BRITAIN is set to miss Labour's goal of a 20 per cent cut in greenhouse gas emissions by 2010.

Environment Secretary Margaret Beckett today admitted that carbon dioxide emissions were likely to be reduced at best by only 15 to 18 per cent from 1990 levels by the end of this decade.
