THERE really is only one reply when, as Minister for Europe, you have been asked if you have read a key bit of the Lisbon Treaty and unfortunately for Caroline Flint, she did not give it. Instead she blithely admitted: "I have read some but not all of it." Her shadow, Tory MP Mark Francois, exploded: "What!?"
