LUXEMBOURG Prime Minister Jean-Claude Juncker will meet French President Jacques Chirac at his Elysee Palace in Paris for talks tomorrow about the bid by Mittal Steel for European champion Arcelor.

With a stake of more than 5% in Arcelor, and control over the legal framework in the tiny state of Luxembourg where Arcelor is based, the attitude of the Luxembourg government is key to the success of any takeover bid.
