LABOUR'S election manifesto will promise not to raise income tax but refuse to rule out "stealth taxes". The Tories claim Labour plans post-election tax rises to fill an Pounds 8billion "hole". But Labour believes it can ignore challenges on whether National Insurance and stamp duty would go up or not.

Tories take seat in Blair territory THE Tories have secured a victory in the London council seat from which Tony Blair began his rise to power. The party last night took the Labour heartland of Queensbridge ward on Hackney council with a 25 per cent swing. Andrew Boff rose from fourth to first place with 696 votes.
