LABOUR'S election manifesto will promise not to raise income tax but refuse to rule out "stealth taxes". The Tories claim Labour plans post-election tax rises to fill an Pounds 8billion "hole". But Labour believes it can ignore challenges on whether National Insurance and stamp duty would go up or not.
