TONY BLAIR will attempt today to woo back middleclass voters by offering a range of "personalised" health and education services. The Prime Minister will use a speech in London to set out Labour's election agenda, promising the "most significant" changes to the welfare state since 1945.
The keynote address has been timed to upstage an announcement by Opposition leader Michael Howard setting out the details of Political Correspondent the Conservatives' health policies.
