IT IS proving a bad week for the Government's anti-terror efforts, following two appeal court rulings. Whatever the legal effects, they have the potential to cause political embarrassment as ministers prepare to drive through new anti-terror legislation.
The case of Algerian Lotfi Raissi, arrested in 2001, is the more straightforward. A judge ruled in 2002 that there was no case against Mr Raissi, who had spent four and a half months in Belmarsh prison. Poor US intelligence appears to have been at fault, and his case has embarrassed the security services. He has now been given the right to seek compensation; that battle may prolong the Government's discomfort, but it makes no difference to the law.See the full content of this document
