Airy and bright but also ruthless, he is in overall charge of all political operations at No 10 . Before his arrival, half a dozen aides had regular access to the PM. Now they go to him for authority and guidance. Carter shares an office with Jeremy Heywood and the pair run the morning conference call where the daily agenda is set.

Jeremy Heywood, permanent secretary at No 10 He is Carter's equivalent over Whitehall as opposed to political affairs. Tony Blair famously called him his "favourite civil servant" because Heywood gets things done. Brown recalled him from a City berth at Morgan Stanley to relieve him of the pressure of dealing with umpteen departments bidding for his attention. Now Heywood intervenes to give Brown more time to think about the big picture. Catchphrase: "It's OK, we'll fix it."
