Summary
THE Conservatives' Green Review is an important moment for David Cameron. The environment is the issue he has used to define himself as a different kind of Tory leader, capable of attracting new voters from outside the party's core. It is also a risk since there is no agreement on how far a clear majority of people are prepared to go to embrace Green thinking when it impacts on their freedoms and pockets.
Mr Cameron is already under fire in and outside his ranks on some of the proposals in Zac Goldsmith and John Gummer's review, for example for extra parking charges for out-of-town supermarkets, from which he has distanced himself.
