DURING a spectacularly noisy Prime Minister's Questions in the Commons today, Gordon Brown did his best to convey the impression that the concessions to Labour rebels on the abolition of the 10p tax band were entirely consistent with his previous policies.
Yet the reality is that the assortment of measures which have been cobbled together by the Chancellor to soften the effect of the Budget on the low-paid had a political purpose to buy off the impending revolt of Labour backbenchers led by Frank Field.
