FOREIGN firms were vying to buy up chunks of Royal Mail today after it emerged Lord Mandelson has drafted a [pounds]3 billion plan to part-privatise the service.
A third would be sold to a private firm, with Dutch-owned TNT and German DHL keen to secure the stake.
