A CRUCIAL piece of legislation to prevent London being crippled by roadworks has still not come into force three years after it was made law.
Under the 2004 Traffic Management Act, utility companies have to seek permission from Transport for London to dig up main roads. TfL can ban work on parallel routes and punish contractors if they take longer than agreed.
