FOREIGN drivers have escaped Pounds 9.5 million in congestion charge fines, with Germans the worst non-payers, writes Robert Mendick.
According to new figures, 65,534 penalty charges have been racked up by foreign vehicles since the Pounds 5 charge was introduced but only 1,993 have paid up. The poor collection rate has led to the Mayor sacking the firm entrusted with enforcing fines.See the full content of this document
