FOREIGN drivers have escaped Pounds 9.5 million in congestion charge fines, with Germans the worst non-payers, writes Robert Mendick.

According to new figures, 65,534 penalty charges have been racked up by foreign vehicles since the Pounds 5 charge was introduced but only 1,993 have paid up. The poor collection rate has led to the Mayor sacking the firm entrusted with enforcing fines.
