OWNERS of flats who want to sell after 1 June will be at the mercy of their freeholders and managing agents, the Leasehold Advisory Service warned today.
Many flats in London are owned on long leases from freehold landlords and managed by agents who organise maintenance, and levy service charges on leaseholders.
