Summary


NO surprises, and no promises of desperately needed fixes, was how Palmerston North Boys' High School rector Tim O'Connor summed up New Zealand Qualifications Authority's ongoing troubles over school examinations.

The State Services Commission has found that difficulties experienced with the 2004 scholarship examinations came from inadequacies in policy advice and implementation. NZQA and the Ministry of Education were caned for not taking a sufficiently well coordinated or approach to the exams.
