Cuts to 'Green' Red Tape

HOMEOWNERS will no longer need planning permission to install solar panels under plans to cut the cost of going green.

But in a blow to anyone who wants to emulate Tory leader David Cameron, domestic wind turbines will not be allowed in urban areas, where there is little wind to justify their existence. Communities Secretary Ruth Kelly published her plans today, slashing red tape for both domestic solar panels and turbines in windy areas.
