MEANWHILE, a rare plaudit for Foreign Secretary, David Miliband, and his opposite number, William Hague for agreeing to go head to head on the Today programme today. Hague argued that as the Lisbon Treaty is 90 per cent the same as the rejected EU constitution there should be a referendum. Miliband said it is best left to Parliament, which is voting on whether there should be a referendum today.
