MINISTERS were today engaged in an 11th-hour operation to head off a Commons rebellion on identity cards.

Party managers have been warned the result of tomorrow's vote on the Identity Cards Bill could be "very close". Home Secretary Charles Clarke had hoped to halt the rebellion by announcing last week the card's cost will be capped at Pounds 30.
