A SLICE of the BBC licence fee should be given to rival broadcasters to make children's programmes and regional news, said MPs today.

Under new proposals, extra cash should be made available to the likes of ITV, Channel 4 and Five for the production of public service broadcasting, because both children's and regional programming are under financial threat.
