BARONESS Young of Old Scone was in deep water last summer in her post as [pounds]200,000-a-year chief executive of the Environment Agency when she refused to step down over protests about the inadequacy of flood defences.

Now there is controversy over her party affiliation, or lack of it. Last week she wrote to the Daily Telegraph: "I am not a Labour politician, having sat on the cross-benches for eight years." Dod's Parliamentary Companion, usually regarded as the final authority on such matters, has always described Lady Young as a Labour peeress, a point which would have been in her favour when the current Government was making appointments as heads of quangoes.
