Summary
THERE is overwhelming evidence that children who grow up with two parents who remain together have the best chances in life and that married couples generally stay together for longer. Yet, as the Conservatives will point out tomorrow, the benefit system pays out most generously to those who live separately.
As welfare payments have evolved to help single parents, hard- working lower-income couples have lost out. Of course many single parents do a good job in difficult circumstances; but it cannot be right for the taxpayer to give families an incentive to break up, or an excuse for errant fathers to move out.See the full content of this document
