ALMOST half of London boroughs have seen a rise in traffic levels since the millennium, in spite of the congestion charge and measures to improve public transport.
Ironically, the 18 that saw traffic levels drop between 2000 and 2004 include Kensington Chelsea, which has been earmarked for inclusion in an extended congestion charge zone. Traffic there fell by almost two per cent.See the full content of this document
